Michael,

Kathmandu: The government has amended certain provisions of the Transport Management Procedures Directive, 2060 BS, to simplify the registration and ownership transfer processes for new and used vehicles. The revised provisions are expected to make public services more convenient by removing the requirement for vehicle owners to be physically present at transport offices.

According to the Ministry of Infrastructure Development, vehicle registration and ownership transfers can now be completed without the direct presence of the vehicle owner. The amendment also recognizes inspections conducted by vehicle dealers as final, eliminating the need to take vehicles to transport management offices for a second inspection.

Under the revised provisions, vehicle buyers can also authorize a representative through a power of attorney to complete registration and ownership transfer procedures on their behalf. The authorized representative must visit the concerned transport office with their original identification document, a photograph of the vehicle buyer, and the buyer’s original identification document.

The amendment is expected to simplify procedures related to vehicle registration, ownership transfer, insurance, and renewal while reducing unnecessary administrative hassles and making services more accessible to the public.
